Not the best reason, maybe, but there it is.

The meme isn’t about the fall of the USA. It’s about the fall of capitalism.
Why wouldn’t the internet survive the fall of capitalism? It started in universities wanting to share information faster, not for profit.
Because the fall of capitalism is unlikely to be peaceful and attacking core infrastructure like the Internet is a tactic that either side may wish to use in an armed conflict. Not the best reason, maybe, but there it is.
